The NESCS 

The National Environmental Standard for Assessing and Managing Contaminants in Soil to Protect Human Health (NESCS 2011) guides how councils manage land use where soil contamination may pose a risk to people. This regulation focuses on human health and considers the potential risks posed to the environment by providing a nationally consistent set of planning controls and soil contaminant values.
